Determining Regional Infrastructure Development Priorities in East Java Province

Abstract Accelerating regional development through physical infrastructure contributes to national economic growth. However, a prioritization of hard investment is inevitable due limited funding capacities among regions. This study aims determine the priority in East Java Province. First, this research identifies indicators assess using qualitative content analysis. Second, analyzes needs Z-Score values. Finally, determines priorities Klassen typology, program availability, and dominant land use base sectors prioritize development. The findings can be used as reference synchronizing policies programs Province for next five years.
